Please note that the Delegation does not certify General Powers of Attorney granting the right to sell land or property on behalf of any individual. General and Special powers of attorney must include a clause stating “this document does not grant my attorney in fact the right to sell or otherwise dispose of land or real estate.” To request a General Power of Attorney, follow the steps below.   • Send a photo-copy of your passport;
  • Send a return envelope with stamps and your telephone number.

The General Delegation of the PLO to the US cannot renew passports. All passport renewal requests must be sent to Palestine along with a Special Power of Attorney for an individual to renew your passport on your behalf at the Interior Ministry. To request passport renewal you must use a Special Power of Attorney Form following the steps below. All documents must be sent to:

  • Send money order of $50 payable to (CASH);
  • Include a self-addressed return envelope;
  • Include your most up-to-date contact information.

Transfer or sale of land and real-estate can be done by Durable Powers of Attorney (DPOA) only. All signatories must be present at the Delegation office in Washington D.C. to sign Durable Powers of Attorney, or process your paper work at one of our designated notary offices. If coming to the Washington D.C. Delegation office, please call to make an appointment.

Please note that we will certify Durable Powers of Attorney (DPOA) only after verifying ownership of the property mentioned in the DPOA.

Proof of property ownership must be original (not copies) and must be issued within one month period from signing the DPOA. The documents must be presented in clear and legible manner.

The documents to prove ownership of property are below.

  • Land deed (from Land Registration Department) or ownership document (from The Ministry of Finance) showing that signatory in fact owns shares in the property;
  • Land deed or ownership document and Inheritance statement showing that signatory inherited shares in the property.

Below is a brief outline of the certification required documents relating to NGOs, Corporations and Trademark documents as well the processing fees.

Internal Revenue Service letter. This letter outlines the institutions 501(C) statues and is only required for Non- Profit institutions registration. A For-Profit corporation must certify the last year’s financial statement as provided by Certified Public Accountants:

  1. Clear legible copies of this document are acceptable
  2. Processing fees for this document are $100 for non-profits and $200 for a For-Profit corporation.

Letter of intent and agency. A letter signed by an authorized official or a board resolution, stating the institutions intent to conduct business in the Palestinian territories and authorizing an agent or a representative to conduct the institution’s affairs, including the completion of the registration process. The agency section of the document may be omitted if the authorized official will be traveling to Palestine personally to complete the registration and conduct any other business as might be necessary:

  1. This document must be notarized by a notary public and certified by the secretary of the relevant state as well as certificated by the Department of State in Washington DC;
  2. Processing fees for this document are : $100 for Non-Profit organizations and $200 for a For-Profit organization.

Articles of incorporation. This is a document produced by the State and shows that the organization was appropriately registered:

  1. Copies of the Articles of incorporation on file with the State registration agency are acceptable if issued by the relevant State registration agency;
  2. Copies from corporate files are acceptable if notarized as true original copies and certified by the secretary of the relevant state as well as certificated by the Department of State in Washington DC;
  3. Processing fees for this document are $100 for Non-Profit organizations and $200 for a For-Profit organization.

Bylaws. These are the internal laws that govern the institution. Contents of the bylaws may include the date of the fiscal year of the institution, the institutions mission statement, board meeting frequency, what constitutes a voting quorum, etc.

  1. Copies of the bylaws on file with the State registration agency are acceptable if issued by the relevant State agency;
  2. Copies from corporate files are acceptable if notarized as true original copies and certified by the secretary of the relevant state as well as certificated by the Department of State in Washington DC;
  3. Processing fees for this document are $100 for Non-Profit organizations and $200 for a For-Profit organization.
